Get with a "€" and with Special tooltip

I saw on a Italian Administrative application made with Delphi this Get :

When I insert a number sample 80,00 it modify the tooltip on line

Can I insert the symbol "€" when I get numbers and insert on bottom a Tooltip like this ?

Or How I can make it ?
