When the taskpanels all fit within the Explorerbar then the scrollbar is not visible (since it is not needed). If you have more or longer taskpanels so that they will not fit within the window (maximized or not), then the scrollbar will be visible.

You can check this behavior using Windows Explorer.

If you meant something else, then please explain again.
