How to read Indentity card

Hello,
I develop in belgium and i have to read the information form Electronic Identity Card .
I want to save the info in a txt file and then make a seek in a database in order to find the record .

How to with fivewin ?

Here I found an other SDK to read an EID.

There is Developer guide with example with C. Unfortunately, I do not know how to write the wrappers.
