How to create a password-protected pdf?

Hi guys,
How do you guys generate pdf which is password-protected programmatically? Hopefully without the need to purchase a 3rd library lib.

Seems PDFCreator isn't actually free any longer

tested and works perfect ( FREEWARE )
many other things are still included.

Thanks for the reply Uwe. I was looking for something that I could control programmatically via COM interface or something similar
