No, not yet. The problem is that recent versions of Harbour does not build fine using Microsoft recent compiler versions as Harbour dev team focused more on gcc to build for the Windows Mobile 6.5 and CE.

We are trying to get it working with Microsoft. Also the interest for Windows Mobile 6.5 and CE has decreased since the enormous rise of the iPhone and Android.
