Not yet, sorry. We have several working prototypes, but not finished enough to sell them.
In the meantime, if you want to start making some initial tests, you can follow our notes for bulding Harbour on WinRT and to start building some examples:

We only have a working prototype, and we are going to redesign it as we want a compatible tool for WinRT, iOS and Android. Impossible to say a date yet, sorry
If you are in a hurry to deliver a WinRT app, you need to use Visual Studio and the tools provided by Microsoft to build WinRT apps.
