Documents ARCHIVE program

Hi,

I need some sugestions, solutions about creating document archive program.
Program need to work inside network (no internet connections)
To have chance to upload and download files on the network server
files can be different types: jpg, bmp, pdf, xlsx, docx ...
I am planing to keep descriptions and categorization of the documents in the .DBF files
but how to manage the archive with the documents ?

Sample use copy and paste from the shared folders, or something else
If FTP is good sulution please some sample how can i manage documents.

(After that i need to know who accesed to some file or downloaded it)

Any sugestions are welcomed

i have a module in programs for ajunt documents to client poe example, using mssql express and other sql engine

That module is maked in fivewin ?

but i dont planing to use SQL but DBFs
(btw i dont understand Spanish)
