Error of setup compiler

I was using setup compiler but after installation I faced that error :
Error description: Error ADSCDX/5004 Open error: cust
though I copied all necessary files into zipped file:

"sitex.exe"
".dll"
".dbf"
".ch"
".lib"

What are missing files to make that error appeared ?

I was writing setup compiler script (Inno) and I faced error of not founding DBF. Error description: Error ADSCDX/5004 Open error: cust
