Como poner una marquezina

Que tal al foro, Alguien ya a puesto una marquezina un una ventana ?, si alguien supiera como me podria echar una mano.

Es para poner las ofertas en la ventana principal, que esten pasando, en la marquezina.

Pablo , perfecto eso era lo que queria
ya lo probe y me funciona perfectamente desde NO recursos, pero al querer utilizarlo desde recursos me manda un error, te pongo como lo defino desde recursos :
